The 6th International Conference on Government Performance Management and Leadership - GPML 2019: Gathering scientists to make new contributions to theory and practice with many meaningful activities

The conference was first organized by the School of Government with the main sponsorship from University of Economics Ho Chi Minh City; School of Management of Lanzhou University, China; Hatfield School of Government and School of Social Work, Portland State University; College of Local Administration, Khon Kaen University, Thailand; School of Business and Law, Edith Cowan University, Australia; and Public Service Research Institute, Waseda University, Japan.

Attending the opening ceremony of GPML 2019 were the leading Keynote Speakers from prestigious universities in the world: Prof. Deborah Blackman (University of New South Wales, Australia); Prof. Douglas Morgan, Prof. Junghee Lee (Portland State University, USA) and Mr. Wei Zhengquan (representatives of Guangxi province, China). On the UEH side, there was the participation of Prof.Dr. Nguyen Dong Phong - President; Prof.Dr. Nguyen Trong Hoai - Vice-President; Assoc.Prof.Dr. Nguyen Huu Huy Nhut - Vice-President; with some leaders of units in UEH; and guests, representatives of consulates of Thailand and China in Ho Chi Minh City, offices and departments of Ho Chi Minh City.

The Conference attracted more than 100 scientists from many countries around the world such as USA, France, China, Thailand, Australia, New Zealand, Taiwan, and Vietnam.

At the opening of the International GPML Conference 2019, Prof.Dr. Nguyen Dong Phong, the president of UEH, shared: “With the orientation to become a training, research and consulting center on economic science, business, management, and law with the same reputation as the training institutions and universities in Asia, UEH always encourages international publication of global knowledge contributions. Therefore, GPML International Conference 2019 is a place for researchers, lecturers, and fellows from many countries around the world to meet, share, exchange, and discuss important issues related to effective leadership and governance. Through this, young researchers have the opportunity to learn from professors, experts, and pragmatic practitioners with experience in international publishing; as well as the opportunity to develop ideas, build article structure, finalize manuscripts, submit to high-quality journals, and find opportunities to fund research projects; At the same time, we will share knowledge to support the improvement of public sector performance ”. UEH was honored and happy to welcome all scientists, economists, researchers, lecturers, and graduate students; In particular, special thanks to the Keynote Speakers for their presentation and discussion at the Conference.

Besides, Prof.Dr. Nguyen Dong Phong highly appreciated the research papers presented at the Conference. The above research results are important practical findings, applied scientifically into the actual context from countries to cities and regions; since then, contributing to connecting the research community of Vietnam with the Asia-Pacific region and beyond to reach out to the world. On this occasion, Prof.Dr. Nguyen Dong Phong had called on researchers attending the Conference to enhance exchanges, promote research opportunities, and promote cooperation between research and training institutions.

After more than 9 months of calling for research papers, more than 100 articles were submitted to the GPML 2019 conference by authors from many countries around the world, in which 44 articles with good quality were selected, presented, and exchanged at the Workshop. These studies had contributed significantly to theory and experiment in the fields of leadership, state management and resource management, smart city management, and e-government development. Within the framework of GPML 2019, there were two other important events held from September 25 to 27, 2019:

  • Pre-conference activities on how to public on top-tier journals were held on September 25, 2019 with the participation and presentation of leading scholars early as Dr. Luu Trong Tuan (Swinburne University of Technology), Prof.Dr. Deborah Blackman (University of New South Wales), Prof. Stephen Teo and Dr. Diep Nguyen (Edith Cowan University), and Prof.Dr. Su Dinh Thanh and Dr. Vo Tat Thang (UEH). The purpose of the Conference was to support young researchers in improving the capacity and quality of research papers and publishing research in high-ranking journals in the region and around the world. Nearly 50 young researchers from universities and research institutes in the southern region joined the scholars in the event.
  • A special session on Smart Cities and E-Government was jointly organized by the School of Government (University of Economics Ho Chi Minh) and School of Business and Management (RMIT Vietnam). This was an opportunity to exchange experiences on developing smart cities and e-government in China, Thailand, and discussing lessons for Vietnam and Ho Chi Minh City in the context of the ongoing revolution 4.0. With the opening speech of this special session, Prof.Dr. Nguyen Trong Hoai (UEH Vice President) and RMIT Leadership both emphasized the importance of the topic and the desire to promote research cooperation opportunities between UEH and RMIT Vietnam. This session attracted a large number of scholars and representatives of regulatory agencies in the city; numerous press and television agencies also attended and reported.

In addition, many other activities such as the "Study tour" to Binh Duong and Ben Tre were organized by the School of Government in collaboration with Hatfield School of Government, Portland State University to brought delegates to visit the tissue development of industrial zones and response to climate change in the above localities.

On the evening of September 25, 2019, at the Central Palace Hotel, the Conference Organizing Committee held a meeting for sponsors, leaders of delegations from the US, China, and Thailand, and the speakers in keynotes sessions at the Welcome Dinner. On the evening of September 26, the intimate party to welcome all the delegates attending the seminar (Gala Dinner) also attracted a large number of scientists to meet, exchange, and share opportunities on future research collaborations.
