Electric vehicles (EVs) are likely to emerge as the main means of zero-emission road transport. China is ahead of many other countries in terms of EV adoption per vehicle registered. This study uses a three-dimensional dataset to estimate the effect of purchase subsidies for domestic EVs on adoption in 316 cities in China over January 2016–December 2019. An instrumental variable approach is pursued that involves using the cancellation of local subsidies by the central government as an instrument. The findings indicate that China’s purchase subsidies have made a major contribution to encouraging uptake of domestic EVs but have discouraged uptake of imported EVs. Higher consumer awareness of subsidies is associated with a larger proportional effect. We calculate the implied marginal subsidy cost per tonne of CO2 emissions reduced via this mechanism. We also discuss various benefits in addition to emission reductions, including the emergence of a new clean technology sector that will be competitive without subsidy support. Implications for Vietnam will be discussed.

Professor Paul Burke is Head of the Arndt-Corden Department of Economics and Deputy Director of the Crawford School of Public Policy at the Australian National University. His research is in energy and environmental economics, with a focus on the Asia-Pacific. Paul is a project convenor in the Zero-Carbon Energy for the Asia-Pacific Grand Challenge project and is on the Executive Committee for the Australasian Development Economics Workshop (ADEW).
